3 jostle for Lagos HOS job as incumbent bows out Feb. 14

THREE permanent secretaries in Lagos State are jostling to replace Mrs. Josephine Oluseyi Williams, the incumbent Head of Service (HOS) in Lagos State as she bows out on Saturday, February 14, 2015, after completing her 35 years in service.

Mrs. Williams, who joined the Federal Civil Service in 1980 and later moved to Lagos Civil Service in 1985, rose to the pinnacle of her career when she was appointed the Head of Service (HOS) on October 12, 2013, by Governor Babatunde Raji Fashola (SAN).

She replaced Mr. Adesegun Ogunlewe who retired that year after attaining the retirement age of 60.

Now, three permanent secretaries in the Lagos Civil Service are said to be jostling to replace Mrs. Oluseyi Williams. The three are Mrs. Folashade Sherifat Jaji, the Permanent Secretary, Office of Establishment and Training; Mr. Mubashiru Adekunle Ajanaku, the Permanent Secretary, Lagos State Television (LTV) and Engr. Paul Omotayo Bamgbose-Martins, Permanent Secretary, Ministry of Infrastructure.

The appointment of Head of Service is usually by seniority.  That is, the most senior permanent secretary is usually appointed the next Head of Service after the retirement of the incumbent.

The most senior serving Permanent Secretary would have been Mr. Raji Tosin Olawale, the Permanent Secretary, Ministry of Commerce and Industry, but since he won Epe, Federal Constituency seat for House of Representatives, he has resigned his appointment to face his political ambition.

The next most senior person now is Mrs. Folashade Sherifat Jaji, the Permanent Secretary, Office of Establishment and Training.  But we have it on good authority that she would be statutorily retiring sometime in October 2015.  So, she is likely not going to be appointed the next HOS.

Ajanaku - LTVMr. Mubashiru Adekunle Ajanaku, the Permanent Secretary, Lagos Television (LTV 8), is the next most senior Permanent Secretary after Mrs. Jaji.

Mr. Ajanaku, who will be 58 on July 11, 2015, still has two years before his statutory retirement age of 60.  It is very likely he would be appointed the next HOS.

Engr. Paul Omotayo Bamgbose-Martins, the Permanent Secretary in the Ministry of Works and Infrastructure is the next in hierarchy after Mr. Ajanaku.

Engr. Bamgbose-Martins too would be 58 on June 3, 2015.  Which means he, like Mr. Ajanaku, still has two years left before his statutory retirement age of 60.

It is certainly going to be between Mr. Ajanaku and Engr. Bamgbose-Martins.
