Presenting the world’s capital of cyber crime – Râmnicu Vâlcea, Romania

Râmnicu Vâlcea, situated in the central-south Romania, is the capital city of Vâlcea County. The city is set at the foothills of the Southern Carpathians, located at about 12 kilometres (7.5 mi) from the Cozia Mountains and about 40 kilometres (25 mi) from the Făgăraş and Lotrului Mountains. The southern limit of Râmnicu Vâlcea is formed by the Getic Plateau and the Oltului Valley. The houses on the way into town are tumbledown, the gardens inhabited by chickens.

The city, in the last decade, has gained notoriety as a global centre of cyber-crime, including but not limited to eBay and Craigslist scammers who steal thousands of dollars per transaction from gullible American and European buyers, generating millions of dollars in revenue – leading to its nickname, Scamville. Wealthy profiteers provide revenue for a strong luxury car industry.

How they operate?  Scamville’ offers too good to be true discounts on goods and services. Victims send their money to provided accounts but never receive their products.
