The brief of Proclamation/Inauguration of 8th Legislative Session of Lagos House of Assembly

THE 8th legislation of Lagos State of House of Assembly was inaugurated on Monday, June 8, 2015, by Governor Akinwunmi Ambode, the Lagos State governor.

Though the event was scheduled to start by 10.00 a.m, but as at 8 a.m, the gallery has been filled up and by 8.30 a.m, the two entrance to the gallery had been locked leaving many guests and well-wishers outside.

Of course, a big tent was provided outside the chamber with three flat screen television sets for people to watch what is going on inside the chamber.

 

9.30 a.m –The siren started blowing which means members should be seated.

Between this hour and 10.30 a.m, members of the Assembly Choir entertain guests and members with different songs.

10.30 –The Clerk of the House, Mr. Olusegun Abiru asked for opening prayers which was offered by Pastor Pelumi Orebe (Christian) and Mr. Tijani (Muslim).

10.40 –The Clerk of the House read his welcome address in which he showered encomiums on the former Speaker and Deputy Speaker, Rt. Hon. Adeyemi Ikuforiji and Rt. Hon. Kolawole Taiwo respectively.

10.50 –Governor Akinwunmi Ambode read his address.

10.55 –The governor issue the proclamation order which he handed over to the Clerk.

11.00 –The governor took his leave but not before he shook hands with all the newly elected 40 members of the Assembly.

11.14 –The Clerk called for the nomination of the Speaker.

11.15 –Hon. Moshood Olanrewaju Oshun from Lagos Mainland Constituency II stood up to nominate Hon. Mudashiru Obasa.

11.16 –Hon. Giwa from Lagos Island Constituency II seconded the nomination of Hon. Obasa.

11.17 –Hon. Olanrewaju Oshun read the profile of Hon. Mudashiru Obasa.

11.26 –The Clerk called for another nomination.  There was none.  He, therefore, declared Hon. Obasa as the new Speaker of Lagos House of Assembly.

11.30 –Hon. Obasa was led by the mover of his nomination, Hon. Moshood Oshun and the seconder, Hon. Sola Giwa to podium where he took the oath of office and that of allegiance.

11.38 –The Clerk called for the nomination of the Deputy Speaker.

11.39 –Hon. Gbolahan Yishawu from Eti-Osa Constituency II stood up to nominate Hon. Wasiu Eshinlokun-Sanni from Lagos Island Constituency I.

11.40 –Hon. Saka Solaja from Ikorodu Constituency II seconded Hon. Eshinlokun’s nomination.

11.41 –Hon. Wasiu Eshinlokun-Sanni stood up to accept his nomination.

11.42 –Hon. Gbolahan Yishawu stood up to read the profile of Hon. Wasiu Eshinlokun-Sanni.

11.47 –Hon. Wasiu Eshinlokun-Sanni was led to the podium by the mover of his nomination, Hon. Gbolahan Yishawu and the seconder, Hon. Saka Solaja to the podium to take the oath of office and that of allegiance.

11.59 –The first set of 10 members-elect arranged in alphabetical order came forward to take their oath of office and allegiance.  They later moved to the Speaker’s table one-by-one to sign the oath and allegiance papers before shaking hands with the new Speaker.

12.10 p.m –Another set of 10 members-elect took their oath of office and allegiance and moved to the Speaker’s table to sign the oath before shaking hands with the Speaker.

12.24 –Another 10 members-elect took their oath of office and allegiance, moved to the Speaker’s table to sign and shook hands with him.

12.34 –The last set of eight members-elect came forward for their oath of office and allegiance, moved to the Speaker’s table to sign and shake hands with the Speaker.

When it was the turn of Hon. Bayo Osinowo to shake hands with the Speaker, rather than bowing for the Speaker, it was the Speaker that bowed for him and not a few people in the Chamber and the gallery noticed this.

12.44 –The new Speaker of Lagos House of Assembly read his first address to the members and people of Lagos State.

13.20 –The names of the other principal officers of the House was announced by the Speaker, Hon. Mudashiru Obasa.  They are Majority Leader, Hon. Sanai Agunbiade; Deputy Majority Leader, Hon. Olumuyiwa Jimoh; Chief Whip, Hon. Rotimi Abiru and the Deputy Chief Whip, Hon. Aramide Omotayo Oduntan.
