As ENCOMIUM Weekly predicted in its Tuesday, September 24, 2013, edition, Mrs. Josephine Oluseyi Williams, the erstwhile Permanent Secretary in the Ministry of Finance, has been appointed as the new Head of Service (HOS) in Lagos state.
She was appointed on Friday, October 11, 2013 and sworn in on Monday, October 14, 2013 by Governor Babatunde Raji Fashola (SAN) at the executive chamber of the Lagos House Ikeja.
Mrs. Wiliams replaces Mr. Adesegun Olusola Ogunlewe, the former HOS who retired statutorily on Friday, October 11, 2013, at the age of 60 and 34 years of meritorious service.
Mrs. Williams, a Fellow of the Institute of Chartered Accountants of Nigeria (ICAN) attended Lagos Anglican Girls Grammar School, Surulere, between 1966 – 1970. She also attended Methodist Girls High School, Yaba for her Higher School Certificate (HSC), which she obtained in 1972.
For her university education, she was at University of Lagos, Akoka, between 1973 and 1976 and graduated with a Bachelor of Science, B.Sc Hons, degree in Accounting.
She also holds a Post Graduate Diploma in Computer Science from the same university which she acquired in 1992.
Mrs. Williams civil service career started in 1997 at Federal Ministry of Finance. Department of Customs and Excise where she served as internal auditor.
In 1980, she moved to Federal Housing Authority (FHA), where she rose to the position of Principal Accountant, Finance department.
It was while she was still serving in the Federal Housing Authority that she qualified as Chartered Accountant in 1982.
In 1985, she left Federal Housing Authority to join Lagos State Civil Service. Her first posting in Lagos State Civil Service, was in the Ministry of Finance, where she was appointed Chief Accountant. She was also in the Ministry of Environment where she served as the head of accounts.
In 1994, she was appointed the State Auditor General, a year later, she was appointed the state auditor general.
